Jacki cares for Loveland and all of HD 51

My values are the foundation for everything that I do.

The paramount duty of elected officials is advocacy. We are summoned to act as representatives for each individual within our community.

If elected to represent HD51 in the Colorado State House, I pledged to be your steadfast advocate. Whether you are a small or large business owner, a resident with a fixed or limited income, or a recent addition to our district, your concerns hold significance. I am dedicated to hearing your voice and tirelessly working on your behalf at all times.

Transparency is essential for building trust and ensuring dependable governance. If elected to the legislature, I will consistently fight for your entitlement to be informed, to gain insights, and to shape the direction of our community’s administration.

As the Peoples’ Representative, the people are my top priority. I will listen to your needs, your concerns, and your desires for the direction of our city. In every decision, I will ask, “What is best for the people of HD51?”

Keeping Colorado Home Means Affordable Communities, Responsible Growth, and Healthcare Without Barriers

I am deeply committed to finding solutions for affordability in our district and in our state. During my time in public service I have proven that I do not leave my fellow community members out in the rain. I promise to extend that same commitment to everyone in HD 51.

Affordable Housing

I will fight for affordable housing in our communities that we call home. Seniors who have spent their lives here deserve the security and dignity of aging in place, while young families should be able to afford to put down roots and build their futures here. A strong district is one where every generation has a place to belong.

Metro districts end up as taxation without representation for homeowners.  While the City of Loveland and the State of Colorado have come a long way when it comes to requiring transparency, we have not gone far enough. Metro district taxes increase each time property taxes increase, making home ownership less and less affordable for the average Coloradoan. When elected, I will support legislation to continue to further reform and support transparency for homebuyers in our district and our state. I intended to work hard to prevent large, international investment companies from profiting twice, double dipping off of homeowners’ hard-earned dollars.

Quality of Life

Quality of Life is a vital ingredient for a healthy, happy and successful community. As your representative for Colorado House District 51 I will celebrate and advocate for our district’s beautiful landscapes, our resources, our artistic, creative & innovative talent, and our friendly culture.

Without affordable and equitable access to healthcare, preventable illness, financial stress, and unequal outcomes continue to undermine our shared quality of life. Tying healthcare access to employment, marital status, or income is costing us all more, with measurably worse outcomes, than if we invest in universal coverage.

Clean air and water are vital to our quality of life in HD51 and in our state. I sat on the board of the Platte River Power Authority starting in 2017 and have worked tirelessly on reliable, cost effective and efficient solutions to provide as much renewable energy as possible to meet our goal of 100% carbon-free production by 2030.

Supporting unhoused populations is essential to the health and well-being of our community in HD51. Prioritizing compassion, action, safety, and bolstering pathways to stability for those experiencing homelessness will make our communities safer and more secure for everyone. I am committed to focusing on the best outcomes for the individuals and the communities that are impacted by homelessness.

Transportation for the Future

You cannot build your way out of traffic. We need to do more. In the legislature I will support legislation that will support multimodal transportation, the realization of commuter rail in our state, and expanded affordable bus service across the state.

Regional airports play a critical role by providing a practical alternative to DIA and serving as a vital connection for residents and businesses traveling for work. During my service on the Airport Commission, I helped bring new energy and direction to the Northern Colorado Regional Airport.  The safety of those traveling in our district is my top priority, and I will advocate for the funding needed to build a new air traffic control tower and restore commercial air service to Northern Colorado.

Keeping Healthcare Within Reach for Every Colorado Family

As premiums continue to rise across Colorado and the nation, access to healthcare cannot become a privilege reserved for those who can afford higher monthly costs. Affordable, equitable healthcare means ensuring that families, whether in rural communities, small towns, or growing urban centers, can see a doctor, fill a prescription, or access mental health services without facing financial hardship. It requires smart policy solutions that lower out-of-pocket costs, expand provider networks, and increase transparency.

When we invest in preventative care, community health infrastructure, and a Health Care For All model in Colorado, we protect working families, children, and seniors from escalating premiums from a one-sided insurance industry.

I believe together we can build a healthier, more resilient Colorado where quality care is truly within reach for everyone.

Funding Education for the Next Generation: Investing in Education

We must do a better job of providing the supports our teachers and students need for success. Colorado ranks 50th in teacher wage competitiveness and 39th in graduation rates. This is unacceptable.

Public education in Colorado is deeply influenced by local development decisions, including through the use of Urban Renewal Authorities (URAs), which can divert future property tax revenue away from school districts for decades. In many cases, school districts and the broader community do not have an equal seat at the table when these funding decisions are made. When elected, I will work with stakeholders to support legislation that will give school districts an equal seat at the table when it comes to allocating funding for their students.
